SMARCO is pleased to announce the release of its Strategy and Blueprint for Smart Communities Skills Development in Europe, a major milestone that presents a shared vision for addressing current and future skills needs across Europe’s rapidly evolving Smart Communities ecosystem.
Developed through a robust and evidence-based methodology, the Strategy builds on comprehensive skills intelligence and gap analysis, an extensive review of regional, national, European, and international best practices, and contributions from a wide range of stakeholders across the SMARCO network. This collaborative process has helped identify the key challenges and opportunities influencing the future of Smart Communities and the skills needed to support them.
The analysis highlights four critical needs for the Smart Communities skills ecosystem:
- Strengthen alignment between skills supply and evolving demand, ensuring that education and training provision responds to changing labour market needs.
- Develop interdisciplinary and advanced skill profiles that reflect the increasingly complex and interconnected nature of Smart Communities.
- Strengthen the capacity of key actors, including public administrations, local authorities, and other stakeholders involved in planning and delivering smart community solutions.
- Improve the coordination, availability, and flexibility of skills provision, while ensuring greater policy coherence across the wider skills ecosystem.
Based on these findings, the Strategy outlines a set of strategic priorities, objectives, policy recommendations, and an implementation roadmap to support the development of a resilient, inclusive, and future-oriented skills ecosystem for Smart Communities across Europe.
Complementing the full Strategy, the SMARCO Blueprint provides a concise overview of the main findings and recommendations. It offers an accessible guide to the key priorities and actions identified through the project, making it easier for stakeholders to understand the direction of travel and the steps needed to strengthen skills development in the Smart Communities ecosystem.
Together, the Strategy and Blueprint provide a framework for coordinated action and long-term collaboration. They are designed to support policymakers, education and training providers, public administrations, local and regional actors, industry, and other stakeholders in responding to changing skills needs and building the capabilities required to create smarter, greener, and more resilient communities.
