Okan is a Senior Digital City Strategy Adviser at Digital Dubai and the Chair of the Steering Committee of the Global Initiative on Virtual Worlds & AI. With over 25 years of experience, he worked at A.T. Kearney before joining the Dubai Government in 2002. Since then, he has held roles as Strategic Planning Adviser for organisations including the Dubai eGovernment and the Dubai Digital Authority.

Geray is the U4SSC Chair, a UN initiative that supports the use of digital technologies for smart sustainable cities. He leads several U4SSC thematic groups globally, including “Guidelines on Strategies for Circular Cities” and “AI in Cities.” He is also the Rapporteur and Vice-Chair of the ITU Study Group 20 and has co-chaired ITU working groups on the metaverse and data processing.

Geray holds a double-major B.Sc. in Industrial and Computer Engineering, an M.Sc. in Electrical Engineering, and a Ph.D. in Systems and Control Engineering from Bosphorus University and the University of Massachusetts. He also served as an Adjunct Lecturer in management for 15 years.
