The Smart Communities Skills Partnership is the SMARCO community bringing together stakeholders from education, industry, the public sector, research, and civil society to strengthen skills development for smart communities and support the priorities of the Digital Large-Scale Partnership within the Pact for Skills. 

The Partnership serves as a collaborative ecosystem where organisations can exchange knowledge, contribute to project activities and outputs, pilot innovative learning approaches, and support workforce transformation driven by the green and digital transition.

By joining the Partnership, members become part of a growing European network committed to advancing smart communities through skills development, upskilling and reskilling initiatives, skills intelligence and foresight, training and certification opportunities, and cross-sector collaboration and innovation.

Who Can Join?

The Smart Communities Skills Partnership welcomes stakeholders from across the ecosystem, including higher education institutions, vocational education and training providers, research centres, companies ranging from SMEs and start-ups to large enterprises, industry associations, clusters, innovation hubs, chambers of commerce, public authorities and municipalities, as well as NGOs and civil society organisations.

How to engage with the Partnership

The Partnership brings together interested stakeholders to strengthen skills development, workforce readiness, and collaboration across the smart communities’ ecosystem. Organisations can engage through the following streams of work
Collaboration & Community Building

The Partnership supports ecosystem collaboration through joint events, cross-sector engagement, matchmaking opportunities, community-building activities, and knowledge exchange initiatives that strengthen connections across the ecosystem.

Members can engage in the pilot and validation of HE and VET programmes, contribute to certification approaches, and support workforce competence development through structured training adoption.

This workstream enables partnership members to contribute to SMARCO Skills Strategy and Blueprint, strengthen workforce planning, and participate in workshops, webinars, and masterclasses focused on implementation and adoption.

The Partnership provides access to skills intelligence, labour market foresight, emerging trends, and strategic workforce planning insights to support informed decision-making and future skills preparedness.

Members can access SMARCO teaching and learning materials, participate in train-the-trainer activities, and receive support for integrating resources into formal education and training programmes.
